I have used a lens flare effect on a video of a man drinking outside. 

I used the position tool for the lens flare and the anchor point tool to play the lens flare from one side to the other in the clip.

I used the indicator to position the lens flare at the start of the clip, then use dit to position the lens flare at the end of the clip, to make it ,one across the screen from the start to end point.
